KGB Archives is an tool which can be made either in KGB or ZIP format and you can select the level of compression technique to compress!
I compressed 1.2Mb file to 3665Kb at Maximum level compression!!

Here I represented 1.2Mb(1228.8Kb) and when we compress it becomes 366,5Kb OK!!!
so 366,5Kb=0.35791Mb....
so You got answer for your Qn??
